New Model School Launched in Kismayu District, Somalia

The ongoing ELMIDOON Enhanced Action (ELENA) programme aims to consolidate and improve existing education opportunities and provide additional public quality primary and secondary education opportunities in 9 regions of Somalia (Banadir, Galmudug, Bay, Lower Shabelle, Middle Shabelle, Lower Juba, Galgadud, Gedo and Hiraan). ELENA aims to leverage on the EU funded interventions of ELMIDOON I and II that provided sustainable inputs and technical support to build the capacity of MOECHE and learning institutions to deliver quality and effective education. ELENA is also premised on the Somali New Deal and the Somali Compact, particularly PSG 5 whose strategic objective aims to increase the delivery of equitable, affordable, and sustainable services that promote national peace and reconciliation amongst Somalia’s regions and citizens and enhance transparent and accountable revenue generation and equitable distribution and sharing of public resources.

One of the schools constructed through this intervention - Beder Model School - was officially handed over to the Jubbaland Authorities by the project donor EU on 23rd August 2017. The first phase of construction that commenced on March 2016 was the primary block, and was completed in February 2017, with the first batch of 692 learners being enrolled in the school in March 2017. A significant number of these learners (over 300) were drawn from returnee communities, with the rest being drawn from local IDP camps and host communities. During the start of the new school year in August, total enrolment stood at 744 learners, and continues to increase.

About Beder Model School

In Lower Juba region, Beder model primary, secondary and TVET centre is situated in a densely populated area called Siinay, approximately 13 kms from Kismayu airport, and is situated on a piece of land that measures 100 meters by 120 meters. The school’s location is an open expansive space where some government structures used to stand prior to the conflict. The area is very accessible, and well situated in a catchment that has a significant number of potential new learners, especially returnees coming from Dadaab Refugee Camp in Kenya. 

Phases of Construction

The first phase of construction that commenced on March 2016 was the primary block, and was completed in February 2017, with the first batch of 692 learners being enrolled in the school in March 2017. A significant number of these learners (over 300) were drawn from returnee communities, with the rest being drawn from local IDP camps and host communities. During the start of the new school year in August, total enrolment stood at 744 learners, and continues to increase. The primary section of the school has 8 classrooms with 2 additional rooms (power room-1; Library/Computer lab-1) and an expansive administration block.

The second phase of construction – secondary block - began in April 2017, and was completed in July 2017. A total of 49 form one learners are now enrolled at the school as at August 2017. The secondary section has 4 classrooms with 4 additional rooms (laboratory-1; ICT/library-1; office-1; power room–1).

The construction of the TVET centre is planned to begin in September 2017, under the Strengthening Education and Training (SETS) Project, which is also funded by the European Union.

It is important to note that the construction of this model school was drawn from lessons learnt from the previous EU funded ELMIDOON “Expanded Action” and presented a different but innovative way of building schools in Somalia by utilizing unique, cost effective designs which make the learning space conducive for wholesome development of learners at primary, secondary and tertiary level.

The school handing over was officiated by the EU Somali Head of Cooperation Ms. Pilar Palmero, and Jubbaland’s 1st Vice-President Mr. Mohamud Sayid Adan. Also in attendance was the Jubbaland Minister for Public Works as well as State Minister in the Office of the Jubbaland Presidency. From the Federal Government of Somalia, the State Minister for Education as well as a delegation from the Ministry of Planning were in attendance, as was the Permanent Secretary in the Ministry of Education Mr. Ahmed Yussuf.

The delegation were taken through a tour of the school facilities including a photo story of the school from ground-breaking to completion. This was then followed by a round of speeches from delegates in attendance, after which the school opening plaque was unveiled by Ms. Palmero and Mr. Adan.

During the event also, the EU handed over a brand new vehicle to the Jubbaland Ministry of Education. The vehicle was procured through the ELENA project, and will be used to monitor and coordinate education interventions in Jubbaland.
