🔍 About the Assignment
ADRA Somalia is seeking a qualified consultant to lead a comprehensive process for institutionalizing Gender and Social Inclusion (GESI) in green skills programming in Somalia. This is a multi-phase assignment that will strengthen institutional and individual capacities to integrate GESI principles..
Background
Somalia has significant structural inequalities, with women, persons with disabilities (PwDs), internally displaced persons (IDPs), and other marginalized groups facing systemic barriers that limit their access to education and economic opportunities. This consultancy is designed to ensure that the benefits of emerging green economy sectors are not unequally distributed. The work aligns with the Federal Government of Somalia’s National Transformation Plan, which prioritizes mainstreaming gender equality and human rights in development programs.
Purpose and Objectives:
The main purpose is to strengthen systems, policies, and capacities to foster equitable participation of women, PwDs, and marginalized groups in green skills programming.
The specific objectives include:

Conducting GESI readiness assessments and institutional audits.

Developing and delivering a GESI capacity strengthening framework tailored to the Somali context.

Establishing mentorship and peer-learning mechanisms.
-
Supporting institutions in developing and adopting GESI Action Plans and policies.
-
Creating monitoring, evaluation, and learning (MEL) frameworks to track GESI integration.
-
Facilitating national-level policy dialogue.
Scope of Work:
The consultancy is expected to run for approximately
8 to 12 weeks and will involve seven interconnected phases:

Phase I: Diagnostic and Inception (Weeks 1-2).

Phase II: Institutional GESI Audits (Week 3).

Phase III: Development of GESI Framework and Toolkits (Weeks 4-5).

Phase IV: Capacity Strengthening Delivery (Weeks 6-8).

Phase V: Mentorship and Peer Learning (Week 9).
-
Phase VI: Policy Dialogue and Institutionalization (Weeks 10-11).

Phase VII: Monitoring, Evaluation, and Knowledge Products (Week 12).
Required Qualifications:
-
An advanced degree in Gender Studies, Development Studies, or a related field.

At least 10 years of professional experience in GESI programming, particularly in fragile or conflict-affected settings.

Demonstrated expertise in institutional audits, curriculum design, and GESI mainstreaming.

Proven experience with participatory adult learning approaches.

Strong familiarity with the socio-political and cultural context of Somalia.

Fluency in both English and Somali is required.
