🔍 About the Assignment
ADRA Somalia is seeking a qualified and experienced consultant to design and deliver a capacity building training focused on Policy Dialogue, Advocacy, and Leadership Development. This assignment is part of the EU-funded e-WINS project, which aims to economically empower 10,000 Somali women through inclusive and transformative approaches.
Scope of Work
The selected consultant will:

Conduct a participatory, in-person training in Somalia.

Build the capacity of women entrepreneurs, self-help groups, and government stakeholders on effective advocacy, policy engagement, leadership, and campaign strategy.

Support the development of advocacy plans and communication strategies tailored to women’s economic empowerment.

Facilitate practical sessions on research-based advocacy, policy brief development, and stakeholder engagement.
Consultant Profile

Postgraduate degree in Social Sciences or related field.

Proven experience in advocacy, policy development, training facilitation, and working with women-led organizations.

Strong understanding of Somalia’s socio-political context and gender issues.
Deliverables
-
Inception report with methodology and timelines.

Session plans and workshop schedule.
-
Jointly developed advocacy strategy.

Final training and workshop report.
Application Requirements

Technical Proposal (max 5 pages) interpreting the TOR, methodology, and work plan.
