🔍 About the Assignment

ADRA Somalia is seeking a qualified consultant to deliver a Training of Trainers (ToT) program in Las’anod district, Sool region. This consultancy is part of the “Inclusive Livelihoods for Vulnerable Pastoral Groups” project, which aims to strengthen community resilience through effective EWEA systems and DRR mechanisms.

Objective of the Assignment

The main objective is to build the technical capacity of 10 government staff from the Ministry of Humanitarian Affairs and the Ministry of Environment and Climate Change to deliver quality EWEA/DRR training to community committees. The training should be contextualized to local hazards such as floods, drought, and environmental degradation

Scope of Work

The consultant will be responsible for:

  • Developing a comprehensive ToT training package that is practical, user-friendly, and specific to Somalia’s climate hazards, with a focus on the Sool region.

  • Submitting a final report that summarizes the training methodology, key outcomes, participant evaluations, and lessons learned.

  • Providing ADRA with final versions of all training materials for future use


Consultant Profile

    • Education: An advanced university degree (Master’s or higher) in a relevant field such as Disaster Risk Management, Climate Change Adaptation, Environmental Science, or Humanitarian Studies.

    • Experience: A minimum of 5 years of proven experience in designing and delivering capacity-building training on DRR, EWEA, or climate risk management. The consultant should have demonstrated expertise in climate shocks and disaster response in Somalia or the Horn of Africa. Previous experience conducting ToT for government institutions or humanitarian organizations is also required.

    • Skills: Excellent communication and facilitation skills, strong contextual knowledge of DRR practices in the Sool region, and proficiency in both English and Somali. Strong reporting and documentation skills are also necessary.


Duration and Location:

  • Duration: 5 working days (2 for preparation and reporting, 3 for training delivery).
