Call for Consultancy: Training of Fodder Producers in Lasanod, Somalia

SIDA 2025 Project 


ADRA Somalia is seeking a qualified consultant to provide training on fodder production techniques and supply fodder seeds/cuttings for the “SOMREP 3: Inclusive Livelihoods for Vulnerable Pastoral Groups” project. This initiative aims to strengthen the resilience of vulnerable populations in the Lasanod district, Sool Region, Somalia.

Project Background: ADRA Somalia, a member of the SomReP consortium, is implementing the Somali Resilience Program (SomReP) to build resilient households and communities in Somaliland, Puntland, and South-Central Somalia. The SomReP-RESTORE program specifically targets pastoralist, agro-pastoralist, and peri-urban communities in 11 villages within the Lasanod district, an area frequently affected by drought and extreme climatic conditions. The SIDA III Project, funded by the Swedish International Development Cooperation Agency (SIDA), supports this effort by enhancing access to essential services, improving livelihoods, and promoting institutional capacity-building and social cohesion. As part of resilience building, the project supports activities geared towards sustaining livestock productivity, including training in fodder production for alternative livestock feed. The project intends to pilot “super nappier” to assess its viability and acceptability in the locality.

📌Purpose of the Consultancy:

The main purpose of this consultancy is to enhance the capacity of pastoralists and farmers to improve fodder production and competitiveness. This will be achieved by training farmers to grow alternative livestock fodder and implement improved storage methods for lean periods.

🔍 Objectives and Scope of Work:

  • The consultant will be responsible for:

    • Training Objective: Training selected fodder producers on the growing, harvesting, and storage of nappier fodder. The training should cover good agricultural practices, silage making, and storage of harvested fodder.
       
    • Main Responsibilities: Providing participatory training to 40 selected fodder producers from 3 locations where fodder farming is currently carried out on a small scale. The consultant will also deliver the required nappier cuttings for demonstration and distribution.
       
    • Specific Tasks:
      • Capacity Building: Train fodder producers on improved fodder production techniques, harvesting, and storage methods. This will involve practical, on-site training sessions with basic theory and practical demonstrations. GAP sessions for planting fodder at community-provided demo sites will also be included. Harvesting training will cover basic components of silage production and storage of harvested fodder.
         
      • Input Support: Procure and deliver high-quality, mature fodder cuttings that can sprout roots even in harsh conditions. These cuttings will be used to set up demo points and will be distributed to participating producers.
         
    • Methodology: The training methodology should be participatory, suitable for participants with little to no formal education, and aim to develop acceptable and functional action-oriented practical solutions. The use of teaching aids such as practical actions and pictures is highly recommended. Action plans should be developed for effective application of the knowledge gained.

📌 Expected Deliverables Include:

  • Selected fodder producers will be trained.
     
  • Demonstration sites will be set up.
     
  • Fodder seedlings will be provided for practical sessions and distribution to participating farmers.
     
  • A brief report covering the trained areas, recommendations, and a way forward for future trainings will be submitted.

    📅 Duration of Assignment: The consultancy is planned for a total of 10 days in June 2025, broken down as follows:

     
    • Travel: 2 days
       
    • Training of participants: 6 days (2 days per site for 3 sites)
       
    • Reporting: 2 days

✅ Required Expertise:

The ideal consultant will possess the following qualifications:

  • Technically competent in handling fodder production training.
     
  • Ability to conduct practical application training with excellent training skills and methodologies suitable for adult learning.
     
  • Experience in practical training of trainers with low academic qualifications.
     
  • Access to sources of training materials, fodder seeds, or nappier cuttings.
     
  • Availability to undertake the assignment.

📅 Financial Proposal

Consultants should provide a quotation for training fees and the cost of nappier cuttings to cover 10 plots, including delivery to Lasanod. Terms of payment will be in accordance with ADRA rates/agreed amount
