e-WINS Project – Somalia

Empowering Women Through Investment and Inclusion in Somalia


ADRA Somalia is seeking a qualified consultant or firm to conduct a Gender Analysis and Stakeholder Mapping to inform inclusive and transformative approaches within the EU-funded e-WINS Project. This assignment is pivotal in identifying and addressing barriers to women’s economic empowerment across Somalia.


🎯 Objective

The study will generate evidence-based insights into gender disparities, legal frameworks, cultural dynamics, and institutional roles influencing women’s participation in economic activities. The consultant will also map key stakeholders affecting gender equality and women’s empowerment in Somalia.


🌍 Geographic Focus

  • Juba River Corridor (Jubaland)

  • Shabelle River Corridor (Southwest State & Banadir)

  • Somaliland Corridor


🧩 Key Tasks

  • Analyze gender roles, norms, and barriers in Somalia’s economy

  • Assess the policy, legal, and regulatory environment for women

  • Identify stakeholders influencing gender dynamics

  • Conduct FGDs, interviews, safety audits, and visual observations

  • Deliver actionable recommendations for project implementation


✅ Required Expertise

  • Postgraduate degree in Social Sciences or Gender Studies

  • Minimum 7 years’ experience in gender analysis in development projects

  • Familiarity with Somalia’s socio-political and economic landscape

  • Proven skills in research, participatory methodologies, and stakeholder engagement

  • Experience working in fragile or conflict-affected settings is a plus

  • Inception Report

  • Draft and Final Study Reports

  • Stakeholder Mapping and Gender Analysis Matrix

  • Practical recommendations for program integration
