ADRA Somalia, in partnership with the European Union, is seeking a highly qualified consultant to conduct an Endline Evaluation of the Strengthening Education and Training in Somalia (SETS II) Project. This is a critical opportunity to assess the impact and effectiveness of a vital education initiative aimed at improving educational attainment and employability across Somalia.


🔍 About the Assignment

The SETS II project, implemented by ADRA as the lead agency alongside the Somalia Federal Ministry of Education, Culture and Higher Education (MoECHE) and various State Ministries of Education, was designed to recognize and endorse the central role of education in economic and social development in Somalia. It focused on increasing access to equitable quality primary and secondary education, boosting youth and adult participation in TVET linked to employment, and enhancing the capacity of public institutions to lead, monitor, and manage the education and training system. Special attention was given to providing educational opportunities for girls and women, returnees, IDPs, pastoralists, and learners with special needs. Purpose of the Evaluation: The overall purpose of this Endline Evaluation is to assess the level of attainment of project targets, results, and objectives. The evaluation will contribute to shared learning, provide accountability to partners, beneficiaries, and donors, and offer findings, lessons learned, and recommendations to guide future projects and programs. Key Evaluation Criteria (OECD-DAC & EC-specific): The evaluation will rigorously assess the project’s performance against:
  • Relevance: How well the project addressed real problems and aligned with development policies.
  • Efficiency: How effectively inputs were transformed into outputs and outcomes.
  • Effectiveness: The degree to which the project’s outputs contributed to its purpose.
  • Impact: The project’s contribution to solving the problem and achieving overall objectives.
  • Sustainability: The likelihood of continued benefits after external support ends.
  • Inclusion: Extent to which marginalized groups (girls, IDPs, persons with disabilities, minority clans) were reached.
  • Role of Federal Member States: Assessment of engagement, successes, lessons, and gaps.
  • Mutual Reinforcement (Coherence): Alignment with other EU and partner interventions.
  • EU Value Added: Synergy or duplication with other EU-supported programs.

🌍 Scope of work

  • The consultant will cover all expected results outlined in the project document and annual work plans. Specific tasks include:
    • Developing the evaluation framework, methodology, and sampling frame.
    • Extensive document review.
    • Assessing capacity development interventions with MoECHE and State-level MoEs.
    • Critically evaluating 5 model schools and 3 TVET centres.
    • Reviewing progress in learner enrolment (primary, NFE, TVET).
    • Assessing contribution to pedagogical methods.
    • Conducting field visits, focus group discussions, and interviews with beneficiaries and partners.
    • Preparing and presenting draft and final evaluation reports.

✅ Required Qualifications

    • Advanced University Degree in Education or a related field.
    • Minimum ten (10) years of relevant professional experience in basic/primary education, teacher development, capacity building of education administrations, and education economics.
    • Experience in evaluating technical assistance projects, particularly in the education portfolio.
    • Fully conversant with Project Cycle Management principles and EC aid delivery methods.
    • Solid knowledge and practical experience with gender analysis and planning.
    • Full working knowledge of English and excellent report writing skills.
    • Competence in qualitative and/or quantitative data collection and analysis methods (sampling, disaggregation, interviewing, FGDs, observation, triangulation).
    • Ability to interpret complex data and present clear findings/recommendations.
    • Excellent interpersonal communication, facilitation, and presentation skills.
    • Ability to work effectively with communities and international organizations.
    • Knowledge and sensitivity to the political and social contexts of Somalia.

📅 Timeframe

  • The evaluation will be carried out from June to July 2025 (50 working days).
