🔍 About the Assignment
ADRA Somalia invites applications from qualified and experienced consultants to lead the development of a Women Economic Empowerment (WEE) Strategy under the EU-funded e-WINS project. The aim is to formulate a transformative national strategy that will expand economic opportunities for Somali women and support inclusive, sustainable development.
Objective of the Assignment
To design a comprehensive WEE Strategy and Action Plan aligned with Somalia’s National Transformation Plan (2025–2029) and the Ministry of Women & Human Rights Development’s Strategic Plan. The strategy will outline priority actions, legal and policy recommendations, and interventions that support women’s access to economic resources, markets, employment, and entrepreneurship.
Scope of Work
The consultant will:

Conduct in-depth assessments of Somalia’s economic environment with a focus on women.

Review policies, programs, and socio-economic data to identify barriers and opportunities.

Engage key stakeholders (government, civil society, private sector) in consultations.

Recommend actionable strategies and policy frameworks that enhance women’s economic participation.

Deliver a context-sensitive and inclusive WEE Strategy and implementation plan.
Consultant Profile

Postgraduate degree in Social Sciences, Economics, or related field.

Proven experience in strategy development, gender analysis, and inclusive economic development.

Strong understanding of Somalia’s economic and social landscape.

Ability to engage diverse stakeholders and facilitate participatory processes.
Deliverables
-
A comprehensive Women Economic Empowerment Strategy and Action Plan incorporating inclusive governance, gender-based violence mitigation, and socio-economic integration of marginalized groups.
