Call for Consultancy: Develop Somalia’s National Renewable Energy Policy

ADRA, in partnership with Windle International Somalia and READO, is implementing the Advancing Circular Technologies for Infrastructure and Value-Chain Enhancement (ACTIVE) Project, funded by the European Union. As part of this initiative, we are seeking a highly qualified consultant or consulting firm to lead the development of a National Renewable Energy Policy for Somalia—a critical step toward transforming the country’s energy landscape. Somalia faces persistent challenges in accessing reliable, affordable, and sustainable energy, with heavy dependence on imported fossil fuels and limited access in rural areas. At the same time, the country holds vast untapped potential in solar, wind, and bioenergy. This consultancy offers a unique opportunity to contribute to a nationally significant policy framework that will guide renewable energy development, support climate resilience, and stimulate inclusive economic growth.

Objective of the Assignment

The overall objective is to develop a comprehensive National Renewable Energy Policy that:

  • Expands access to sustainable and affordable energy

  • Strengthens climate-resilient economic development

  • Promotes investment and private sector participation

  • Aligns with Somalia’s national development priorities and global climate commitments


Key Responsibilities Include:

  • Sector Diagnostic: Assess the current landscape, regulatory frameworks, and market conditions.

  • Gap Analysis: Identify policy and investment barriers constraining technology deployment.

  • Policy Drafting: Create a national framework promoting energy use in agriculture, fisheries, livestock, and water systems.

  • Stakeholder Engagement: Facilitate inclusive consultations across federal and state levels to ensure national ownership.

  • Implementation Roadmap: Define priority actions, financing strategies, and timelines.

    The primary objective is to develop a comprehensive policy that establishes a clear strategic framework for expanding renewable energy, strengthening access, and supporting climate-resilient economic growth.


Eligibility Criteria

The consultant or firm should demonstrate:

  • Advanced degree (Master’s or higher) in renewable energy, public policy, environmental economics, or a related field

  • Minimum 7–10 years of experience in energy policy development

  • Proven track record in developing national or sectoral energy policies

  • Strong understanding of renewable energy markets and regulatory frameworks

  • Experience working in fragile or developing contexts (Horn of Africa experience preferred)

  • Demonstrated ability to facilitate multi-stakeholder consultations

  • Excellent analytical, research, and policy drafting skills

  • Ability to provide sample work of similar digital learning solutions.
