🔍 About the Assignment
ADRA Somalia invites qualified and experienced consultants to submit Expressions of Interest (EOI) to design and implement a capacity building initiative on Climate-Smart Agriculture (CSA) aimed at strengthening extension and advisory services and enhancing resilience within Somalia’s agricultural sector.
This assignment is part of ADRA’s ongoing efforts to foster climate-responsive planning, safeguard food security, and build sustainable agricultural systems in the face of changing climate conditions.
Objective of the Assignment
To institutionalize expertise in line ministries and within ADRA that bridges scientific insights with practical applications. The consultancy will equip extension officers and development agents with the knowledge and skills to implement and scale up CSA technologies and practices, ultimately strengthening climate-resilient agriculture systems.
Scope of Work
The consultant will:

Develop standardized CSA training materials and manuals.

Identify and train Training of Trainers (ToTs) through theory and hands-on sessions.

Support ToTs in cascading training to CSA implementers at the community level.

Establish demonstration plots and organize community learning events.

Provide technical backstopping and refresher trainings based on field experience.

Design robust monitoring and evaluation mechanisms to track adoption, productivity, and resilience outcomes.
The consultancy will focus on water-smart, weather-smart, crop-smart, nutrient-smart, carbon & energy-smart, and knowledge & technology-smart CSA practices.
Target Groups

Direct: Ministry of Agriculture officers, agricultural extension agents, and ADRA staff

Indirect: Farmers, farmer trainers, and School Garden Management Committees (SGMCs)
Consultant Deliverables

Needs assessment and inception reports

Consultant Qualifications

Proven expertise in climate-smart agriculture, extension services, and resilience-building.

Experience developing and delivering participatory training programs.

Strong knowledge of Somalia’s agricultural context and climate challenges.

Demonstrated capacity in monitoring, evaluation, and reporting on agricultural interventions.
