e-WINS Project – Somalia
Empowering Women Through Investment and Inclusion in Somalia
ADRA Somalia, in partnership with the European Union, is implementing the e-WINS Project to economically empower 10,000 women and girls across Somalia. The project leverages inclusive and gender-transformative strategies to improve access to entrepreneurship opportunities, digital platforms, financial services, and decision-making processes.
As part of this effort, ADRA seeks a qualified consultant or consultancy firm to conduct a Baseline Survey that will provide critical data and insights to inform project implementation and track progress.
🎯 Objective of the Survey

Establish baseline values for key project indicators.

Assess the relevance and appropriateness of project indicators and targets.

Explore existing and potential livelihood opportunities across the target regions.

Conduct a comprehensive gender and stakeholder analysis to identify structural, social, legal, and financial barriers to women’s empowerment.
🌍 Scope of Work

The survey will be conducted in:
-
Jubaland State (Juba River Corridor)
-
Southwest State and Banadir Regional Administration (Shabelle River Corridor)
-
Somaliland Corridor
-
🧩 Key Focus Areas Include
- Gender dynamics and intersectionality
- Legal, financial, and cultural barriers to women’s economic empowerment
- Stakeholder mapping
- Opportunities for business development and self-employment
- Data collection at individual, household, community, and institutional levels
✅ Required Expertise
-
Postgraduate degree in Social Sciences, Gender Studies, or related fields
-
Minimum 7 years of relevant experience in gender analysis and research

Proven expertise in conducting baseline studies and stakeholder mapping
-
Experience working in fragile contexts, particularly Somalia
-
Strong communication, analytical, and report writing skills
-
Familiarity with gender analysis frameworks such as GESI
